Social investment has gained increased attention in the policy debate. On the one hand, the Covid-19 crisis has reignited the need to rethink the role of the welfare state to build a resilient society to face unexpected shocks. On the other hand, the emphasis of the Recovery and Resilience Fund (RRF) on public investment is also being extended to social investment. Is this a turning point with the welfare state recalibrating towards social investment? This session will explore whether this is the case and discuss what it would mean for social protection policies. Is there a new trade-off between social investment and social protection? Or rather a need for more complementarity? How does this debate link with the Commission’s recent initiatives which have rather focused on re-regulating the labour market?
